I'm working on a project right now in Premiere Pro CS6 and for some reason the "click analyze to begin" blue bar for warp stabilizer will not go away, even after it has been analyzed. I tried exporting it thinking that it would go away, but nope, it seems to be baked into the image.

You can start by constructing a basic sequence of clips within a timeline in Premiere Pro. Move the playhead to the start point where you would like to change the speed of your clip. Press CTRL+C on your keyboard to activate the cut tool. Click and cut the clip where you would like to start the speed ramp. Then move the playhead to where you would like to end the speed up of the clip.

You may need to go through frame-by-frame and “rotoscope” the subject out with keyframes (which is a pain, but you know, kinda meditative), but it will give you the most control over the mask and give the Warp Stabilizer the best information to analyze. You can save Warp Stabilizer settings as a preset, but you need to click the Analyze button in the Effect Controls panel to launch it. Since Warp Stabilizer is an analysis effect, every change you make prompts a need to reanalyze. If you trim the clip, it will need to be analyzed again.
